Understanding Nepal's 2017 Local Level Reform
In 2017, Nepal underwent a landmark administrative restructuring as part of its transition to a federal democratic republic. This reform dissolved over 3,000 Village Development Committees (VDCs) and replaced them with 753 local levels — collectively called Palikas — spread across 77 districts and 7 provinces.
The three types of Palikas are: Mahanagarpalika (Metropolitan City, 6 total), Nagarpalika (Municipality, 276 total + 11 Sub-Metropolitan), and Gaunpalika (Rural Municipality, 460 total). Each old VDC ward was remapped to a new ward number under the corresponding Palika.
